I thought it was a diamond back terrapin but I might be wrong, I was watching this the other day too, pretty crazy

It's most likely a South American toad headed turtle, Mesoclemmys gibba :D eating a pigeon :p

Here in CA some of the people are ridding themselves of aquadic turtles by dumping them in city lakes some lakes it has gotten so bad people are complaining that the turtles are eating the ducklings while they swim. One city lake they took over 2000 different aquatic turtles out of not too long ago.

2000 turtles could easily live in a pond smaller than 5 acres naturally.
Also If I am not mistaken turtles have been eating ducklings as they swim ever since the first turtle saw the first duckling swimming.
As for the clip, More power to the turtle! Pigeons are not native to the America's.
