Always in her hide

Hi!

I'm not sure how to get Josie enough UVB exposure. Even though her UVB light is on, she is always under her hide.
What should I do?

Need to know temps day, night, basking.
What is the humidity?
What type of lighting are you using?

Her cool spot is 70 degrees.
She also has a ceramic heat emitter at night to keep her enclosure around 65 (lowest)-75 degrees.
