Assuming this tort is still a hatchling: To me it looks like there was some pyramiding as an early hatchling which is evident in the valleys along the top-centre scutes, but that the new growth is much smoother. Assuming the tort still has a decent amount of growing to do and the husbandry issues that caused the early pyramiding were addressed, I would expect the smoother growth to continue. Hard to tell without more info though and pics with brighter lighting (the image appears pretty dark to me).
Full disclosure: not an expert! Others with way more experience will have better eyes for this than me. Just have been watching the new smooth growth on my hatchling. WL arrived at three months with pyramiding already started and the new growth over the last two months is really smooth (now that they're growing in a closed chamber viv with soaks and 80% humidity).

Over all, I think it looks pretty good. Its not "perfect", but its not terrible either.

So very slightly. Are you using a mercury vapor bulb? They will cause pyramiding even in the highest humidity.

No, I think it may have been my humidity.
I thought I was making it humid enough but didn't have a hygrometer until recently when I noticed the slight pyramiding and I don't think I was spraying it down enough. Since I've gotten the meter, I've been checking it constantly! I'm looking at upgrading to an enclosed expanded PVC tank.It makes me sad that I haven't done a good job with that.
You can get a greenhouse to put over what you have.
