How big is your tortoise? By the pics, he looks to big for the enclosure. A much bigger one might be needed, but it is hard to tell the size in the pic.
The enclosure looks nice and humid. At 6 inches I would be taking the tortoise outside everyday (weather permitting) to a safe pen. Then at night bring him in to sleep in that aquarium. He needs to have room to walk and to graze naturally.
I love in the southern tip of ohio. I have not yet got a outdoor enclosure built but it will be done within the next month. He gets out side every day but only for about half a hour.
Kball, your sulcata needs 4 to 6 hours a day of outdoor time. A simple pen made from cinder block or 2x10's fastened together is all you need. A single layer of block is probably the easiest to build. If you have animals (dogs especially) or predators (some hawks) then you may need to provide some overhead protection. Just be sure that there is plenty of shade for him to get out of the sun when he wants to. If you look through the enclosure section you'll find examples.

And you also really need to remove that substrate and replace it. It is full of moldy hay and that can make your tortoise sick. Hay has no place in a humid enclosure. Plenty of time for hay when your tortoise is bigger.
What are you going to do in another year or two when this guy gets really big and really starts eating a lot of food? Are your parents aware of the huge financial commitment they have made? You cannot keep a 6" sulcata in a 40 gallon tank. That is not okay. Your age and lack of money don't matter to your tortoise. They need what they need, and yours needs a bigger enclosure ASAP. He'll probably be 8-10" by the end of summer and able to eat several heads of leafy greens every day. Where will you be keeping him in the fall? How will you feed him if you don't even have money for a larger enclosure?
Time to start thinking ahead and work out some good solutions for the problems to come.
