Ive noticed Arcadia seems to be a very popular brand around here and light your reptiles seem to be the main source, is this kit enough?

Quite frankly it looks like exactly what Ive been looking for, it comes with the fixture and is relatively smaller compared to most, but my question is will it emit enough UVB?

If you go onto the lightyourreptiles.com sight and click on the "contact us" button, you can call and talk to Todd. He's the owner and he's also a member here. He will help you get the correct UV bulb and fixture for your needs.

The one you linked if for "shade dwellers". You want the "12%HO Pro T5 Kit". It comes with bulb, fixture, and reflector all in one. Hang it over the enclosure at the correct height, and then plug it in to a timer. This is only one element of the necessary lighting. There are also others to tend to depending on your tortoise species.
