How long can it take for a painted turtle to readjust to an above the tank basking platform? It’s been 3 days and he won’t go up the ramp.

Anything new can scare them. It may take a few more days.

Just make sure the ramp is not too steep or slippery.

I resurfaced it with astroturf. He keeps going to it and checking it out. He’s just not going up into it yet.

Ya it's probably because its new. Be careful with the astroturf. If he nibbles on it it can really be bad. I'd get rid of it.

Do get rid of the turf if he tries to eat it.
Also put him on the ramp. You can also help him walk up it so he gets it a little faster.

He may be afraid of getting eaten by you or anything else looming over him. Try to imagine yourself as him in the tank, and what you would like around you for possible protection from predators. If he feels more secure, and the basking conditions are right, and he is healthy, he will bask.
