You should soak in something a little larger and maybe round so that crawling out can not be done. Let the little monster stay in there for at least 20 minutes.

Some torts love it, some hate it, some endure it, but make sure he does soak.

Something with higher sides that he can't see through will help to curb the desire to go elsewhere

I recommend soaking first thing before a tort has warmed up properly too. That way your tort is more likely to relax and enjoy the warm water.
