He should have whatever substrate you are using in the rest of the enclosure. Which, hopefully is not hay or straw.

It holds moisture well underneath, but the top stays dry. It's firm enough for her to walk in very comfortably but still soft enough for her to dig down into and even bury herself when she wants.
