Do you recommend a tortoise house or a 40 gallon tank for a baby leopard tortoise? Also, should loose coconut fiber be used for substrate or wood chips?

I'm not a big fan of those Tortoise Houses. Some of them are big enough for a baby tortoise, but they all have the light positioned at one end instead of in the middle. It would be too hard to heat the whole thing up warm enough. They're too open, so all the warm, moist air would escape. And the wood would probably degrade pretty fast when you put moist substrate in them. So, in my opinion, a covered 40 gallon tank would be better than a Zoo Med (or any other brand) Tortoise House.

It depends on what kind of tortoise house you're talking about, there are some really good ones (but definitely not the Zoo Med).
