Well mine is 16m (approx) and is 8.5cm and weighs 4.7 oz so about right I would say?!?
In captivity, tortoises grow faster, as they don't have to find food, it's brought to them by you, so they eat more often and frequently larger feedings, which leads to them getting big faster.
