In the last 2 days i have posted 3 times. I got my russian 2 days ago and now he is doing this weird bobbing motion with his head. He is 1 year old
Anyone know what this is?

He also makes a sort of squeaking noise with his beak

Head bobbing is just a tortoise breathing. When you inhale your chest expands. A tort cannot expand its chest due its plaston so the head, and sometimes the legs, bob instead. :)

I have loads of slate in my garden its bee out there for years . Could i use that as a temporary feeding rock ? I have washed a peice with boiling water and a scrubbing brush

You need to read the care sheet. Read it a few times until you have absorbed all the info. You shouldn't have any trouble with your tortoise eating and acting normally if everything is correct in the enclosure. . . lights, heat, food, etc. Here's a link to the care sheet, but you can also find it pinned at the top of the Russian section here on the Forum:
