I agree it looks like a prolapse. To help it, make a paste out of sugar and little bit of water and put it on the area. Keep the prolapse moist, by wrapping a wet paper towel or regular towel around the area but with the sugar paste on it. The sugar should help the swelling go down. Once the swelling goes down, you can let him go where you found him, but him him a nice warm soak first and see if you can get him to eat some watery foods like romaine, cucumber, water melon. This will hopefully help him not prolapse again by what might be a blockage.
Without help, he might die.
Thanks for the replies… I will definitely do that. I was just soaking him and looking him over . He actually has other issues. HIs front right shoulder is way bigger than the left but doesn’t look swollen. I was thinking maybe an old injury that healed wrong? Also on the right side of his head where it meets the necks is swollen. It has a round lesion on top with a small spot of necrotic tissue. There is an animal rehab have place about two hours from me that takes reptiles. Do you think they would try to treat him or just euthanize.

Post pics of his other issues and we may have an idea of either how to treat or if he will be fine living with it. @Yvonne G took in rescues of all sorts, she might have ideas if you can post the pics.
poor little lumpy is in his sugar diaper which had helped some already. His tail has reappeared. Turns out the shoulder in actually swollen. He tried to bite me when I gently touched it. I put vetracyn on his head. After another soak. It tries to get pics but he wasn’t to cooperative
