What size is a tortoise ready for breeding?

My male surprisingly fertilized a female at 13 inches but I think they usually have to be bigger. One of my females began to lay at 16" and the other began at 18"

For sulcatas its usually about 14" for males and 17-18" for females. There are exceptions. Males might start trying to "go through the motions" earlier though.
