Moving Rhialto indoors and blasting him with a Merc Vapor Light has done the trick. He's eating now and as of today is 350 grams

I also forgot to say that the ratio you describe is called the Jackson Ratio and it doesn't apply to tortoises under 500 grammes in weight.

Your tortoise is too small for it to be accurate.

It's also inaccurate for breeds with very flared shells.

Just be aware he will lose a lot of weight when he toilets, it normally needs to be longer term growth.
