Chopped lips

Hi,

I am new to the turtle world. I have two small turtles. One is healthy, but the other started to develop a dark spot in which later turned to a dead skin. Also, her lower lips is dry and chopped which I don't know the reason for. Both turtles have the same nutrients and environment. I took it to the Vet, but he wasn't much of a help.

please help me, I am lost

The other turtle might be picking on him. Separate them to allow it to heal.
