Ok so my RT is outside during the day and the low today was 66 degrees F and it is raining. I don’t know if it is to cold and wet for him. It is 73 right now but it is still wet and rainy. So my question is how cold is to cold for him when it is wet?

Russians are pretty cold tolerant. I would just make him stay inside the shelter until the rain stops. The temperature is ok for him

If he can't bask in the sun and warm up, there is no point in having him outside. Just bring him in so he can warm up under his indoor heat lamp.

That is what I do as well. When super rainy for many days, I just pull them all in and put them under their heat elements and put them back outside when it is sunny and over 75. Works good and avoids any accidental colds!
