Do I need a CHE for my Russian Tort?

My 2 year old Russian Tortoise, Franklin, is in an indoor enclosure. I use the Zoo Med PowerSun UV Mercury Vapor Lamp 100 Watt lamp during the day and his basking spot is around 90-95 degrees. In the evenings our home is usually 65-68 degrees. Is this ok for him or should he have a CHE for the evenings?

Those temps sound fine for a Russian at night. They prefer it cooler
