from where i am, nowadays average temp remains at 42 C (107.6 F) and goes up to 48 C (118.4 F), my turtle most of time is in water but from what i noticed it is more active if its in a open container with minimum a fan turned on, without fan she kind of became dull. so put i her container in the AC room, she still remains in her container but just now in AC. will it have any bad effect on health?

I believe the water temp is way to warm.

so it should be fine? from what i know this should help in lower overall temp of the container surrounding.
The AC will not harm your turtle. Anything you can do to lower water temperatures to a more optimal range is good. Below 32° would be my goal. 25°-28° would be ideal. The fan blowing over the water creates evaporative cooling which is also good.
