Hi, I have a Hermann Tortoise that I keep indoors, (I use the UV light in her enclosure) and I was wondering does the uvb light affect us.

Not really.

UV comes in a huge range of frequencies and the reptile lamps give out a very narrow and specific range that is what your tort needs in order to make Vitamin D which in turn helps it to process dietary calcium. Plant UV lamps won't provide the type of UV your tort needs... It is that specific.

The lamp is designed to be used at a specific height. Further away from it the amount you receive is much, much less. You are rarely within that range and definitely not for long periods of time. I wouldn't recommend staring at the bulb, but other than that it shouldn't affect you.
