Dozer.....are these growth lines?

I am not sure what the white lines are. We have (2) leopards and only one has these lines on it's shell. They are eating fine, moving around fine, growing fine but.....just want to make sure..

That's just the "leopard" patterning starting to form. He'll probably end up being a lighter color than the others.

Yes, it looks like with your tortoise the new growth you will see will have a lot of white with black spots.
