Scrub the dirt out of the seams with a toothbrush and warm water. Dry well then add your coconut oil. Allow it to absorb for about 15 minutes then polish it off with an absorbent cloth.
It looks to me as if you have a dessicating light over your tortoise. Either raise it up or remove it.
The photo is blurry when I zoom in, so I can't read the fine print.
I suspect these bulbs are "replacement" type LED floods. If so, they are not what you want.
You want old-fashioned incandescent flood bulbs. It will say "incandescent" on the box. It will say the wattage, 65watts. It will not say a different number, i.e. 13 watts equivalent to 65 watts.
It will not say energy saving.
You may have pictured the correct bulb, but I cannot read it.
