How do you get rid of dry skin on the head, I'm assuming just keeping them in a humid enclosure but I want to know what you guys suggest

Your tortoise just might be shedding. The old skin dries up and flakes off - leaving bright clear new skin in its place. Separately, the humidity should be around 80%. A good daily soak in warm water of around 20 minutes a day might speed up the shedding process - it definitely would be good for the tortoise.
