Dryness

How do I keep my tortoises heads from being dry looking. I spray them often....what else should I be doing. This is an example:

Spray them often and keep plenty(70%+) humidity in their enclosure.Plenty of good,moist sphagnum moss in the hides.

i try, havent done the moisr sphagnum moss yet, will have to try that
