Ef1400 uv filter

Don't really know where to put this so I'll put it in the only section I use,

I have an allpondsolutions ef1400 uv

After a filter clean the other day I noticed that the uv quarters is cloudy and has a small amount of water in there, does the cloudiness effect the uv strength? And surely there shouldn't be any water in there at all?
