Emergency(power outage, and behavior)

My tortoise who LOVES eating lettuce won't eat and I found this stuff, the set up is janky because it happened at night and I had stuff to do so I made it real quick(I put heat pads under), but I cam back and found this:

I see what looks like poop and probably a little pee or a little wet from poop.
Get the heat pad out. He needs heat from above not below.
