Eye help!!

I woke up this morning and found my baby hatchling Sulcata acting fine but he has white over his eye. It reminds me of a blind mans eye. I took pics as best I could. Anyone know what could have caused it? He is housed outside with another sully his size. They are around 3.50"

Their enclosure is 1.5' x 18'

It might just be a bit of mucous. Hard to tell from a picture. You can buy an eye product at pet stores called Vetericyn. Looks like this:
