i feed my guy collard, mustard and turnip greens that’s pre bagged in a local store. I feed him cactus pads as well. Is that a decent diet. He eats it right up. I’ve tried tortoise pellets and after soaking them they tune to grass mush and he won’t touch it. Outside he eats grass all the time

What kind of tortoise do you have?

Once your pellets are 'mush' you can then toss it around in the greens, coating all the greens with the mush. He should eat it that way.
