Of course they can be happy...that is, secure, well fed, well housed, comfortable, thriving, etc. etc. As opposed to unhappy....deprived of good care. Happiness is possible in a tortoise if we define it as being a condition and not an emotion.They do.

They also jostle for the best warm area, best hide, etc.
Though I've never seen outright violence in jouveniles.
