Fruit Fly Infestation

I have a Fruit Fly infestation in my tortoise enclosure. They eat their food, the only reason why they are in the tank, but are overall an annoyance. Is there any way I can get rid of them? I will probably have to keep using the method if there is one, my town seems to have a really high population of the bugs.

If they are truly fruit flies and not those little black flies, then put out a small dish of apple cider vinegar (siran wrap the top and poke some holes so they can't get out).

Yeah they are fruit fly's, we just have a them in our house from feeding our poison dart frogs. Do I sit it on the top of the tank?
