It's very difficult to sex tortoises before they're about 4 or 5 years of age.
Males have a concave plastrum, and tend to tuck their tails in sideways.
Females have a flattened plastrum, and have short, stubby rounded tails. But when young, it's anyone's guess, as they're still developing...
ETA: Do you happen to be sure when these were hatched? Smaller doesn't necessarily mean 'younger'. I have two torts; one is a Hermann's the other a spur thigh. The Hermann's is older by around 2 months than the Spur thigh - yet is half the size...

no unfortunately i don’t know when they hatched :( also yeah i have a hermann tortoise as well and he’s smaller than others although fully mature so i totally get your point! However the bigger tortoise is a greek tortoise and the smaller one i’m not sure but i think is also a greek tortoise.

Russians, hermanns and possibly Greek, not real sure on the greeks, males do not have the concaved plastron.

Just a guess. The bigger one looks male.
The smaller one looks female but is too small yo sex yet as they all look female when too young to sex.
Be sure you do not house different species together and do not house in pairs.

okayy thank youu!
also is the species of the smaller one apparent?
oh and the smaller one appears to be a male since he tried to mount the bigger one and demonstrated the behavior of a male in heat although I don’t know if the smaller one is just confused or not. It was really weird. they are appart right now.

If you see one tort mounting the other, then you can take notes. I adopted 2 pardalis babcocki and thought they were M/F. Now they tried to mount one another during mating season, and surely enough they're both males. Have fun trying to identify their sexes.
