Thanks:)

Hello and Welcome. A Russian, Hermans or Greek is recommended for beginners and for one who wants a tort that stays smaller

Hello and welcome.
Read about what will be required for each species. Once you have decided, start to assemble your enclosure(s) including lights and heat.
We will help you.
Once you get everything dialed in, then and only then should you get the tortoise.
Things will be MUCH simpler for you if you first have everything set up and ready to go.http://www.tortoiseforum.org/forums/russian-tortoises.81

Hi James, and welcome to the Forum!

A lot of people mistake "small tortoise" to mean it won't take much room. This is far from the truth. A small tortoise needs just as much room to roam as a larger tortoise. You can't keep a small tortoise in a small enclosure and expect it to thrive and be content.

This thread might help you:
