Gopher tortoise question

A friend of mine was given a gopher tortoise by someone they pet sat for. The couple divorced and asked him if he would take the tortoise. He was not aware of the fact it was a gopher tortoise but he took it and has had it for over 20 years. His wife has been treated for cancer for the last few years and he would like to find a place to relocate the tortoise. He has no one to leave the tortoise to if either of them pass away and wants to get him into some kind of safe environment for the rest of his life. Does anyone know of such a place in Florida? He wasn't trying to do something illegal he just didn't know about their status. Any help appreciated. Thanks

I believe they are illegal to own and it needs to be turned over to a tortoise rescue
