Yes, that is a fully engorged tick. It seems like a very strange location for it to have attached to the tortoise, too. They are usually on the skin, such as on the neck or in the leg cavities rather than on scaled surfaces like the head.

At any rate, being that full, it should be getting ready to detach and drop off soon.
