I made my little Squirt a grazing pool out of an old kiddie pool, organic soil and various Tortoise grazing mixes and its sprouting like crazy!

Why does it need to grow more before he is in there?

Because tortoises are more likely to trample, up root, and destroy any small growing plants before they have a chance to put down a good foundation. Even if they've had their fill for the day they're going to try to destroy whatever they find new.

You may also want to wait a while since you're using organic soil which by itself has additives and ingredients that aren't particularly tortoise friendly. Maybe allow it to grow out, clipping some off from time to time to feed before actually allowing your tortoise inside the grazing pool.
