for the basking spot for a Russian tortoise should the temperature be measured with a temp gun on the tortoises shell or with a thermometer near the tortoises shell that measures the air temperature and same thing for the rest of the enclosure should I measure it with a temp gun on the substrate or a thermometer that measures the air temperature in those areas?

Place a digital thermometer on its back at tortoise shell height, directly under the basking bulb. Let it bake there for an hour or more. Raise or lower the fixture to get the correct temperature under it, or use a different wattage bulb.

It should be around 95-100 for a Russian.
