Wow what a great site and such helpful people!

My 13 year old son has just adopted a CA Desert Tortoise.
We are told it is a juvenile it is a bit over 4" long (the bottom shell) and less than a pound.
My son named it "Chomper"
I call it "(my son's name) little friend Chomper"

I look forward to reading several posts here and learning as much as I can.

I have obtained it's license plate but was told to wait before applying it.
when how & where do I place his license plate sticker?

They tell you to place the sticker in the middle of the scute just directly above his tail, but I have found that to be a spot that is easily rubbed off. I place my registration stickers above a back leg. Wash the area with soap and water and dry it very well. Then place the sticker in the middle of the scute. I then paint a couple coats of clear nail polish over the sticker, allowing the polish to go off the edge of the sticker and onto the shell just a bit.

Shari~, Welcome to the forum. Most of the keepers in our club hold on to the stickers with the torts Permits until they are at least a lot bigger. Some never place it on their torts. But they keep the papers at the ready if anyone should ask for them.
