Help! I think my tortoise has shell rot!!

Hi,I live in South Eastern Florida,and I think that my Female Homes Hinge Back tortoise has shell rot. I am not one hundred percent sure if it is-she has dry and flaky "skin" on the sides of her shell,right above where her legs are.
I did not get her as a hatchling,or even as a young tortoise;my father brought her home since the man who previously owned her mistreated her and lied about her age. We took her to Underground Reptiles and a specialist estimated her age to be around twenty.That was four years ago.She has a diet that consists of romaine lettuce,yellow squash,zucchini,grated carrots,apples,the occasional pear or other fruit that happens to be available,and maybe some boiled chicken.
I know that she should have more protein in her diet,but she usually refuses to eat new foods. Would adding new food help her? I take her out for about half an hour several times a week. Any advice will be deeply appreciated.

Hi,please just call me Julie . Sorry for such a late response-I took my tortoise to the vet and he said she was okay, but she did have upper respiratory problems ( I heard her weezing and immediately took her to the vet ),and put her on atibiotics. Why might she have developed the problems ?

Hi Julie:

It is sometimes due to being too cold.
