HELP!!! (poor appetite)

So I have a leopard tortoise as some of you might know, from other post because I post ALOT of questions. But my tortoise is not eating as much as he usually does( he eats the equivalent to a piece of lettuce the size of an American 50 sent piece) This has been going on for like a week and a half. And the only thing he eats is romaine lettuce but only a little everyday, he won't even eat kale or grapes(the fruit). The last thing he has ate a lot of was Christmas cactus flowers. He is about 3 months old, I keep him on coco coir the humidity is 78-86( it fluctuates). The temps are 95 under the basking light, and 85 for the rest of the tank. I have a hide that I covered with the coir (so it's like a burrow). I soak him every other day for 20 minutes. He has a high out put uv bulb, and a cuddle bone. Sorry for ranting about my set up i thought it would be good to type if something might be the reason he's not eating a lot. Please let me know why you think he is not eating as much.

Yes I am I have been meaning to change it after this weekend. How much will the ceramic ones cost. I use a Arcadia high out put tube 12.0

Sadly yes I was in aware but I changed it right away. It was for about the first 2 or 3 weeks.

In my opinion ceramic heat emitters are STUPID expensive, but they're well worth the money. I picked up four 100 watt on the black friday deal at petco for $50.
Any regular day they're about $60 I would look on amazon and see if they have any that are a tad bit cheaper. (I'm too impatient to wait for shipping so I do all my shopping in stores)

What do you use to gauge your temps? Are you sure the numbers are accurate?
How are the eyes, open or stuck closed?

I use a digital gauge. And yeah I have noticed that he sleeps a lot and when I place him near his food it take a minute for him to open his eyes.

Also I'm just wondering what the difference between A heat bulb and a CHE.

The basking spot allows the tortoise to warm up and aid digestion.

CHE: no light is emitted and provides heat.
Mostly used for nighttime heat or connected to a thermostat to maintain a minimum ambient temperature.
