Help with first outdoor enclosure

Hi! I’m looking to make my Indian star tortoises their first outdoor container that’s not just a repurposed kiddie pool, but I’ve got a lot of questions about what’s needed. I know it needs to be covered, but do I need to put a bottom on it so they can’t burrow out? And if it does need a bottom, how do I keep it from flooding when it rains? Any advice is greatly appreciated, thank you very much in advance!
