Help with his skin!

What's wrong with his head? Why is his skin looking like that? I'm thinking about getting him.

I would soak him and gently flush his eyes and get the gunk off to then see if there is any issue or if he is just a dusty tort...he is cute:D

looks a lot like dehydration. Soak soak soak is the key here. I'll even do baby food soak (Add baby food to the water) for extra nutrient. do this twice a day! in a couple of day, you should start seeing the difference.

Do you think I should temporarily increase the humidity and warmth to rehydrate his skin? A bit more moisture in the substrate on top of more soaks?

As long as you already have the proper temp and humidity, you don't have to change anything at all. Soaking should solve the issue.
