Help with outdoor enclosure

I recently found out that my new Three Toed box turtle was an outside turtle that lived in a backyard with a pond. For the past two weeks he's been indoors and seemed unhappy, now I know why! I am almost done with his outdoor enclosure and had a few questions. When should I feed him to keep things like ants and other pests away? How long should I leave his food in the enclosure? I worry that any live food will run off and end up cohabitating with my turtle, so how should live food be handled? Should I "water" the substrate and plants like I would with a garden? I live in Hawaii and it's bound to dry out quickly without watering. I'd like to put some grassy spots in his enclosure also, is it safe to go buy a patch of grass and plug some in? Any other tips for keeping him outside? Thank you for all of your help! Including a picture of Spike in his temporary home.
