It needs to be above 80 degrees in there at all times. try putting aluminum foil over the top to keep the heat in. Those analog thermometers/ hygrometers are extremely inaccurate, and should be replaced with a digetal one with a sensor probe. He needs a basking spot of 90-95 degrees.

What type of UVB bulb are you using? Do you give him soaks daily? Here are care sheets:

ahh ok I will replace the thermometer soon then, thanks for that I did not know!! I soak him 10 minutes once a day, that's usually when he does his business. I use a 75 uvb..I never thought about foil,I bet that would help alot!

With all that humidity, you'll soon have a pretty sick tortoise unless you can get the temp up in the 80's. I don't know of any UVB bulbs that are only 75 watts. Is it a compact fluorescent bulb? They put out hardly any heat at all.

oooh noo I dnt want my lil baby to get sick, yea it's a compact I believe, I threw the packaging away so I can't recall right of the bat. I placed foil over the enclosure but it still shows 73 degrees. I'll have to make a trip home and then to the pet store after work today. I'll deff stop by to check on him on my lunch!

You need to change out that bulb. They are not meant to provide heat. Either keep the bulb and also set up a CHE:

. . . or ditch the bulb and buy one of these:

*update* so I find out that the daytime light is 75 watts but the basking bulb was 60 so I went and got a 100 infrared (as they were out of 75s) and I also got a digital thermometer and now my tank reading is 79.9 so far. I'll give it another hr or so to heat up the entire tank.
