Closed chamber. Those tortoise boxes are a waste of money. Can't get the proper humidity with an open top.

What type of indoor enclosure do you have?
Mine are adult leopards and Russian. They live outside in warm weather and in a large shed for winter.
Hatchlings need a closed chamber. Large tote boxes, large aquariums, pop up portable greenhouses all work for about a year or maybe two, depending on species. I suggest the greenhouse being the best if you don't want to spend 2 hundred and up for one of the custom closed chambers that are out there for sale, as you can get a larger one that will last until the tort can live outside

They look like this one. They usually come 3 feet wx6 or 8 feet long.
