Hello, Nik and a very warm welcome to Tortoise Forum to you and your beautiful stars.
They look lovely to me, though one can't be certain from photos.
Isn't it strange how tortoise owners are so happy to see pooh?
Try orchid bark, coco coir or cypress mulch, kept nice and moist, as a substrate.

Can i feed them tomatoes or any food in winter

I don't keep Stars myself but I do know they don't hibernate so you must feed them a balanced diet all year round.
Not sure that Stars eat tomato, hopefully a Star owner can help you there, but it wouldn't be natural for them in India, and it's bad for many tortoises.

I think they should always have plenty of food so they can eat whenever they choose.
They won't overeat, so always provide enough for the day.
If there's nothing left after they've eaten you need to provide more.
