Indoor Exercise Run?

My Indian Star is 12 years old.

She lives in a large, converted IKEA bookcase and has all the right lighting, heating etc.

She likes to wander around the house - I usually keep her in one room.

However, I have cats and dogs and worry they might attack her.

Can anyone recommend a dog proof, indoor run for her to exercise in?

I don’t have a suitable outdoor area for her.

The room is fine if it's dedicated to the tortoise only. Meaning proper substrate, lighting, heat. Then close the door to keep dogs and cats out.
Dogs will attack your tortoise. Not a matter of if, but when.
Cats usually won't but can. Cats are also dangerous to have around the heating elements. They like to lay under them, this could burn the cat and/or start a fire.

Best to do as suggested room for tortoise only and close the door.
