Indoor Russian tortoise question

I live in Finland, so I don't really have any local suggestions for you. I keep mine in an enclosure build from EUR pallet collars.

I keep mine in a 6x3x3 closed chamber made of two plastic outdoor closets stiched together (building from scratch from PVC is cheaper, faster and easier!). It's a small space but she has access to outside pen almost all year round. There was also a "gallery" a while ago (1 ft wide second floor along back wall) but I've removed it for now.

I made a mini model the little tortoise drawing is how small may tortoise would be compared to the enclosure. The large part is 6x3 (Feet) and the small party is 2x2(Feet)

You can add water/food dishes, decor, hides and similar stuff to the model. So you will see if there is enough space for walking, turning around etc.

I did what you said and added stuff. The popsicle stick is the size of my tortoise. I made the hides too big but I still think that the 2x2 foot part is unnecessary. IMG_20241016_134937.jpg

If you've been able to fit everything in 6x3 and have enough space between obstacles and walls (7-10 inches), then you can ditch 2x2 section for now (you can add it later and connect with tunnels to the main enclosure).

Plywood or bookshelf - depends on prices for each, your free time, tools you have and DIY skills. Bookshelves often have a very thin back wall so it's something to consider as well.

Do you think it would be enough for Boulder(he is 5 inches)?
Hard to say - a well planned 6x3 can be better than a bare-bones 8x4. My tortoise is slightly over 7 inches and it's really challenging to fit all stuff like plants and dishes and leave enough space to freely navigate around them.
