I was feeding my tortoise earlier today and noticed red along his neck and when he opens his mouth. Is this an infection or anything to worry about??Inflamed??

Your tortoise looks pretty normal to me. I wouldn't worry.

His eye looks a little bit strange to me, but it could just be the photo, do have another one of him at a differ angle?
A full set up photo is always helpful for offering any helpful tips/pointers for your shelled companion

I agree with @Littleredfootbigredheart that the eye looks swollen to me.

I noticed the eye looked a bit swollen in the photo, but the OP wasn't asking about that, so I didn't mention it.
Also I figured that it could just be due to the tortoise eating a huge bite at the time of the picture being taken.
