Is it shell rot?

About four days ago i received a Russian tortoise as a gift from my girlfriend. She purchased him at Petco and they told her he was a healthy little guy. But recently I've noticed that his under shell seems to be chipping away. And under this is some new layer with brownish and whiteish spots. I'm almost certain this isn't a healthy trait. I would really appreciate it if someone could point out what it is and what i can do to help him.

Looks like it to me. Does it smell bad? thats a good indication

Not really. It's just chipping. It's mainly under his shell. He has one spot on the top but that's it.
So what can i do?

I've looked at the pics as close as I can and it does looks like shell rot to me. I would recommend doing a full treatment http://www.tortoiseforum.org/threads/shell-rot.90983/
