I think the 2 greatest concerns about topsoil are that they are FERTILIZER and PESTICIDE FREE. In my experience, I would also check to be sure there are no small rocks and stones or any other debris that could have gotten in while bagging.
Try super soil from HD or Lowes. It is sterilized and free of additives. I have a large succulent collection, and use it mixed with perlite for my plants. It is clean and sweet smelling. My torts seem to like it in their hide box.
I like Miracle Gro Organic Potting Soil mixed with coconut coir & ground sphagnum moss and leaf litter. This mixture retains moisture well, no dust and still compacts well enough to allow for good footing and digging.
There is a small amount of natural fertilizer in this potting soil, as there is in all others that I'm aware of. I've never seen any problems because of it.
