Is this mold?

I assume this fuzzy dark green with yellow dots is mold on the fir bark? I'm finding this in patches throughout the substrate when digging around. I've been trying to remove it when I see it.

I believe it is some sort of fungi. It looks similar to the spores of this fungi I had in my flowerpots, and it came with the soil:

It's said to be toxic. I would change the substrate.
